Torahiko Terada, who left a warning phrase, " Natural disaster will come again, when the tragedy you suffered is about to fall into oblivion," is known as the humorous teacher, Kangetsu, in the book, " Wagahai-wa-neko-dearu," by Soseki Natsume's rather than as a physicist. Torahiko said in his work, " Distinction should be made between the phenomena of an earthquake and the disastrous damage caused by it. While phenomena are beyond control of Man, disaster, however, could be mitigated to any extent depending on precaution." It is always found quite effective in not only earthquakes but also any disasters that each individual is conscious of the need for disaster prevention.
